EMERGENCY SERVICES MOBILE COMMUNICATION PROGRAMME

OPERATIONAL ASSURANCE LEAD

 

Location – Flexible within Wales but with significant commitment to travel GB wide

 

Hours - As per primary contract

The post will be set at the role of:

 

Police Officer - Chief Inspector - (only open to Temporary Chief Inspectors within NWP)

Police Staff - Grade POC (£42,597 - £45,873 pa) or equivalent

Fire - Station Manager B

Ambulance – Locality Manager

 

This is a secondment for up to 24 months

  • Staff throughout all emergency service organisations

The Emergency Services Mobile Communications Programme (ESMCP) is a Home Office Facilitated Programme to replace the current Airwave communications system with a more modern 4G network called the Emergency Services Network (ESN). ESN will be used by all emergency services in Great Britain.

This is a unique and exciting opportunity to be an integral part of a multi-agency emergency service team reporting to the Joint Emergency Services Group (JESG) Wales, working to ensure that the new critical communications system replacing Airwave will be operationally fit for purpose.

In this role you will be working on behalf of Welsh Emergency Services to ensure that all aspects of operational assurance are undertaken so that all emergency service workers in Wales have a safe and reliable communications system.

You will work closely with colleagues across Great Britain giving you an excellent insight into how the other organisations work and how each has its own set of unique challenges and priorities.  ESMCP is a complex technology programme delivering essential operational service and equipment.  This crucial role will manage the assurance activity and evidence gathering which will enable each emergency services in Wales to evaluate the solution in readiness for live use.

It is recognised that some qualifications are essential to the emergency services response and include a minimum CPD requirement relating to ongoing operational competence. As such Chief Inspectors/Temporary Chief Inspectors will be released to undertake TFC training, accreditation and to maintain operational exposure. Forces should endeavour to limit the amount of abstractions to that which is necessary to achieve this aim but it is understood that emergency response and operational requirements may have to take precedence

The post holder will be required to:

 

  • To lead ESMCP assurance activity in Wales on behalf of Emergency Services
  • Develop a plan to deliver all aspects of ESMCP Assurance activity
  • Work collaboratively with stakeholders across Police, Fire and Rescue and Ambulance to coordinate assurance activity.

North Wales Police are a bilingual organisation and for this role, you’ll need to demonstrate Level 1 Welsh skills, which means you’re able to pronounce Welsh place names and first names, some emergency service related vocabulary and can understand and say basic greetings and basic phrases.
