Deputy Firearms Licensing Manager (Operational), North Wales Police, Salary £29,793 to £31,725

you’ll supervise and oversee the efficient running of the Firearms Enquiry Team within the Firearms Licensing Department and Assess and evaluate evidence and make associated decisions in connection with the issue, renewal and revocation of firearms, shotgun, and explosive licensing in line with Home Office Statutory Guidance 2020.

Here are some of the accountabilities of the Deputy Firearms Licensing Manager (Operational),  role:

Non-Supervisory

  • Manage the decision-making process for the issue, renewal and variation of shotgun, firearms and explosives licences and record on NFLMS and RMS where appropriate.
  • Assess and evaluate evidence and make associated decisions in connection with the issue, renewal and revocation of firearms, shotgun, and explosive licensing in line with Home Office Statutory Guidance 2020.
  • To undertake the duties of an Inspector under Explosives Licensing function as per Explosive Regulations 2014, Health and Safety at Work at Work etc. Act 1974 and Management of Health and Safety at Work Regulations 1999.
  • To ensure annual RFD inspections and audits and are undertaken in line with NPCC best practice and statutory guidance and report findings to the Head of Firearms Licensing.
  • To communicate face to face, by phone or other electronic means with members of the public who are either existing firearms or shotgun certificate holders or those wishing to apply for a certificate. To advise on legislation guidance on legislation, policy and procedures. To provide the same service to police colleagues.
  • Deputise for the Head of Firearms in relation when required in operational matters.

Supervisory

  • Supervising the Senior FEO to include flexi time, planning and allocating, annual leave, PDR, discipline, and grievance procedures at the appropriate level.
  • Provide 2nd line management for FEOS’s.
  • Oversee the even distribution of work in respect of the enquiry team prioritising as appropriate.
  • Manage the relevant performance indicators and respond and escalate to the Head of Firearms where required. 

What will I need to be considered for this Deputy Firearms Licensing Manager (Operational), role?

  • Experience of managing threat, harm and risk in an operational context utilising the National Decision-Making Model.
  • NVQ level 4 or equivalent qualification in Business Administration or Management or equivalent relevant qualifications and/or experience.
  • The ability to undertake and successfully pass the Nationally Accredited FEO training program/exam
  • The ability to undertake and successfully pass the Nationally Accredited ELO training program/exam
  • The ability to prioritise and organise work and respond positively under pressure.
  • Proven communication skills, together with the ability to work well in a team environment and on their own initiative.
  • Ability to appraise, evaluate and disseminate information.
  • Proven supervisory experience in a busy operational environment.

DESIRABLE REQUIREMENTS

  • Evidence of managing investigations.
  • PNC, PND, RMS trained. 
  • Knowledge of Firearms Act 1968 and Home Office guidance (Statutory and non-statutory)
  • Previous experience in a firearms environment.
