OSS Intelligence Researcher


This is an outstanding career opportunity to make a real impact within North Wales Police, where you’ll input, assess, evaluate and disseminate intelligence from a variety of internal and external sources in accordance with the National Intelligence Model taking action where appropriate to prevent, disrupt and detect crime.

Here are some of the accountabilities of the OSS Intelligence Researcher role:

  1. Input, evaluate and disseminate intelligence from any source, including self-generated material or information, onto the Force intelligence system in a timely manner to inform the intelligence picture enabling the Force to respond to Threat, Risk and Harm of any kind and maximise opportunities to develop Covert Human Intelligence Sources (CHIS), making referrals to the Covert Authorities Bureau where appropriate
  2. Research intelligence and information from various sources to provide an accurate intelligence assessment and informed intelligence product, which will provide direction to OSS. Research requirements may be dynamic therefore the post holder must be innovative, and be readily available to respond to ever changing priorities.
  3. Identify hotspots, trends, crime series, victims or offenders of note linked to various types of criminality in line with Threat, Harm and Risk, by scanning, researching and evaluating all available open and closed sources. Disseminate the results of the research and when necessary, produce targeted, specific briefings and intelligence products to inform operational officers and management of emerging/current issues.
  4. On identifying intelligence gaps, take responsibility to proactively resolve and develop any issue or ensure that the matter is recorded (using IEL and other reporting methods) and the appropriate person has been made aware in order to direct Force resources for intelligence gathering activities.
  5. Develop and produce briefings, populate the OSS briefing system to provide clear and focused information and direction to Police officers and staff.
  6. Support intelligence gathering/collection, analysis, development and dissemination functions, in the event of ‘Crime in Action’, major incident or in support of the exigencies of the service and as directed by Supervision.
  7. By thoroughly searching all available sources and making full use of the Force intelligence system, prioritise relevant emerging issues and trends, make recommendations supported by clear rationale in order to provide appropriate intelligence products to internal and external customers/agencies.
  8. Undertake all responsibilities relating to information management, data quality, information sharing, intelligence and information security to ensure accordance with the Authorised Professional Practice (APP) on Information Management, issued by the College of Policing including Home Office Code of Practice on MoPI
  9. Be accountable for all Health and Safety issues, to include risk assessment, pertaining to the postholder’s area of responsibility in order to fulfil the statutory obligations of the Health and Safety at Work Act 1974.
  10. Daily contact with Police officers and staff of all ranks and grades, in order to exchange intelligence / information and to brief personnel as required, with an expectation to promote FIB and encourage the submission of intelligence.
  11. Regular contact with other Forces RIU, NCA, outside agencies / organisations etc.

 

What will I need to be considered for this OSS Intelligence Researcher role?

  • NVQ level III or equivalent relevant qualifications and experience.
  • Adhere to MOPI, Data Protection Act (DPA), National Intelligence Model (NIM) & Government Protective Marking Scheme (GPMS) in order to ensure the integrity of protective markings on documents and the lawful and justified use and retention of intelligence. Seek advice and act on lawful direction to ensure compliance.
  • Be knowledgeable and competent in all relevant Force IT systems, including Niche, PND, PNC, Delphi, and Microsoft Office products. Have working knowledge of analytical processes in order to understand the capability of all systems and how they can be used most efficiently and be able to provide advice and guidance to others on how to use them when required.
  • To have an overview of procedures and ability to understand legislation and Guidelines.
  • Proven ability to communicate both verbally and in writing to be able to deliver findings.
  • To possess excellent visual communication skills in order to facilitate the presentation of complex data in a simple and understandable format.
  • To have a high level of interpersonal skills with the ability to deal with people at all levels of the organisation and outside Forces, agencies and partners in order to develop a two way exchange of intelligence and information
  • Be self-motivated and able to use own initiative with the ability to plan and organise workload whilst working under pressure within an evolving environment to meet operational needs
  • The Post Holder must maintain confidentiality and trust at all times and on all matters and may on occasions be required to deal with issues of a sensitive and / or confidential nature.
  • Post Holder must be Management Vetted and may depending on where the Post Holder is located and responsibilities of role, be required to be subject to additional vetting checks.
  • Possession of a full driving licence is desirable to allow travel between Local Policing Areas / Departments / outside agencies as required.
  • Post holder will be required to undertake training as and when required.
